Edward B. Perry, eMPA serves as a Public Contact Outreach Specialist for the Houston Regional Office of the U.S. Department of Veterans Affairs, Veterans Benefits Administration (VBA). In this role, he provides detailed guidance on eligibility and access to VBA programs and services, partnering with community stakeholders to ensure accurate information reaches honorably discharged and retired veterans and their dependents across Southern Texas.
Mr. Perry also serves as the Houston Regional Office Minority Veterans Program Coordinator, working to expand awareness and improve access to VA services for minority veterans. His outreach leadership includes representing the Houston Regional Office within the Regional Network for the White House Initiative on Asian American, Native Hawaiian, and Pacific Islanders; advocating for veterans in rural areas as Rural Outreach Coordinator; and supporting survivor access to benefits as Casualty Assistance Coordinator.
A VBA Certified ELITE Master Instructor and a 2023 Federal Executive Board Emerging Leaders Program graduate, Mr. Perry brings a strong background in both public service and administration. He is a retired U.S. Army/U.S. Army National Guard Sergeant First Class (E7) with 20 years of honorable service. He holds a Bachelor of Science in Organizational Management (Nyack College/Alliance Theological Seminary) and a Master of Public Administration (Texas Southern University).
Beyond his federal service, Mr. Perry is an ordained Christian minister and currently serves as Senior Pastor of New Hope Missionary Baptist Church in Clute, Texas. He is active in civic leadership, including service as President of the Pearland Martin Luther King Celebration Committee and leadership roles within the NAACP. He resides in Manvel, Texas with his wife and twin sons.
